Text and Sticker covers two neighbouring tools of the image workbench: “Text” (?tool=text) and “Sticker”. In Text, “Add text” drops a text box that you can drag around and double-click to edit. With it selected you can set one of 15 fonts (Microsoft YaHei, SimHei, SimSun, KaiTi, FangSong, LiSu, YouYuan, plus Arial, Impact and others), a size from 8–300, bold / italic / underline, left / centre / right alignment, letter spacing from −200 to 800, fill colour, outline colour and width 0–20, a shadow (colour / blur / offset), a background block and opacity. Ten “Artistic text” presets apply a ready-made gradient fill + outline + shadow combination in one click, and a “Vertical text” switch turns the layout vertical by putting one character per line. In Sticker, four emoji categories are one click each, or “Upload an image sticker” places your own transparent PNG; both can be dragged, scaled and rotated. Processing is local to the browser.

This is for laying out a single image carefully; to stamp the same line of text onto many images, use “Batch Watermark”.

Yes. A preset just fills in a set of values; edit them afterwards under “Colour and outline” and “Shadow and background”.
Yes. “Upload an image sticker” accepts any image and a transparent PNG is recommended; it is placed at 35% of the canvas width and can be scaled afterwards.
The text, the emoji and any sticker image you upload are composited locally in the browser, so nothing is uploaded to a server; it all leaves memory when the page is closed.
